General Engineering Services
Wong was recently selected to continue for another 5 years as a Prime Consultant for General Engineering Services (GES) for BART Projects after completing
the previous 5 years in the same role. The general scope of services include facilities (stations and buildings), train control systems, traction power
systems, controls and communications, mainline and yard infrastructure, automatic fare collection, parking and intermodal access, and computer hardware and
software. An example of a recent task was Wong leading the effort with BART's Chief Engineer to develop priority-based investment strategies for the
rehabilitation and upgrade of BART's entire traction power system. The study was performed with a 30-year outlook and (a) incorporated projections for
planned extensions and ridership growth and (b) accounted for equipment service life and potential failures based on historical failures. Subsequently, BART
requested Wong to lead a similar effort on its train control and communication systems which was recently completed. BART has now asked Wong to develop a
scope, schedule, and budget plan for its 10-year station modernization program.

Construction Management Services
BART selected Wong as a Prime Consultant to perform General Construction
Management Services on BART Projects. The construction management
services include project communications/record keeping and meeting
coordination, cost management, schedule management, technical
support, coordination with other agencies, project reporting project
close-out, quality control/quality assurance, procurement services,
claim management and dispute resolution assistance, and emergency
response. The general scope of services include parking and intermodal
access, mainline and yard infrastructure, facilities (stations
and buildings), train control systems, traction power systems,
controls and communications, and seismic retrofit work. Examples
of Wong’s construction management services included Traction
Power System Upgrades, the Hayward Yard Track Improvement Project,
M-Line 34.5 kV Cable Replacement between Daly City and Balboa
Park, and the 16th/Mission Street Station Renovation.

eBART
Wong is responsible for the Preliminary Engineering of a new transit
extension located in the State Highway 4 Corridor which runs east-west
in Contra Costa County. Services by Wong to date have been focused
on the preparation of conceptual design documents and capital
cost estimates for three transit technology alternatives including
nine miles for classic BART to Hillcrest Avenue in Antioch, 21
miles for Diesel Multiple Units (DMU), and 21 miles for Bus Rapid
Transit (BRT).

Extensions Program
Wong has been involved in the design and construction management
during the BART Extension Program. Involvement included traction
power, train control, communications, fare collection equipment,
including data acquisition systems, and train destination signs.
Wong prepared systems design for a diverse number of BART Extension
Program projects.
